BIS Upcoming QCOs: Manufacturers Need to Prepare for Mandatory Certification
The Bureau of Indian Standards (BIS), in coordination with the concerned Ministries and Departments of the Government of India, is progressively bringing additional products under mandatory conformity requirements through Quality Control Orders (QCOs).
Manufacturers should not wait until the implementation date to begin the BIS certification process. BIS maintains an advance-information register of Quality Control Orders that have been notified and are due for implementation. The upcoming QCOs cover products across several industries, including chemicals, hand tools, aluminium products, electrical appliances, packaging materials, consumer electronics and ropes.
Once a QCO becomes applicable to a product, the specified Indian Standard becomes mandatory and the manufacturer may be required to obtain the applicable BIS licence / certification before manufacturing, importing or commercially supplying the covered product in India.
Important for Manufacturers
A QCO deadline should be treated as a compliance planning deadline, not the date on which certification preparation should begin. Testing, technical documentation, factory preparation, product identification, manufacturing controls and BIS application formalities can require significant lead time.
What Products Are Coming Under Mandatory BIS Certification?
The upcoming BIS QCO implementation programme currently includes notified products and product groups such as:
- Hand Tools including pipe wrenches, spanners, adjustable wrenches, slugging wrenches and combination side-cutting pliers.
- Electrical Appliances including a large range of household, commercial and similar electrical appliances.
- Aluminium and Aluminium Alloy Products including bars, rods, sections, plates, sheets, wires and products for electrical applications.
- Cookware, Utensils and Cans covered by the applicable QCOs.
- Woven Sacks and Packaging Products covered by notified textile-related QCOs.
- Consumer Electronics including specified digital television receiver products under the applicable CRS framework.
- Chemical Products including products for which implementation or suspension periods are specified under the applicable QCO.
- Ropes and Cordages covered by the applicable Indian Standards and QCO provisions.
The exact applicability depends on the product description, technical characteristics, Indian Standard, QCO scope, exclusions, exemptions and subsequent amendments. Manufacturers should therefore evaluate their individual products rather than relying only on the general product category.
What Should Manufacturers Do Now?
- Identify whether your product is covered. Match your actual product, model, construction, material and application with the product description and applicable Indian Standard.
- Identify the applicable QCO. Do not rely only on the product name. The exact QCO, amendments, exclusions and exemptions determine applicability.
- Check your enterprise category. Some QCOs provide different implementation dates for general/medium/large, small and micro enterprises.
- Review your existing BIS status. If you already hold a BIS licence for a related product or Indian Standard, determine whether your existing licence can cover the new requirement or whether additional scope / testing is necessary.
- Plan product testing. Testing against the applicable Indian Standard is often one of the most important steps before submitting the BIS application.
- Prepare technical documentation. Product specifications, drawings, BOM, critical components, manufacturing process information, test reports and other supporting documents may be required depending on the certification route.
- Prepare the manufacturing facility. Manufacturers should review production controls, testing facilities, quality-control procedures, inspection arrangements and records before the BIS assessment.
- Start before the deadline. Waiting for the final weeks can create avoidable risks if testing, documentation or factory assessment takes longer than expected.
What Happens If a Manufacturer Is Not Ready?
Once the applicable QCO becomes effective, covered products must comply with the requirements specified in the order. Depending on the applicable product and certification route, manufacturers may be required to obtain a BIS licence or registration before continuing commercial operations for the covered product.
Manufacturers should therefore evaluate the requirement well in advance instead of treating the QCO effective date as the start of the certification process.
