BIS Mandatory Certification Products in India - What Manufacturers & Sellers Need to Know

BIS Mandatory Certification Products in India – Current List & Manufacturer Compliance Update

The Bureau of Indian Standards (BIS), along with the concerned Ministries and Departments of the Government of India, has progressively brought a wide range of products under mandatory certification and conformity assessment requirements. These requirements are generally implemented through Quality Control Orders (QCOs), compulsory registration requirements and other notified BIS conformity assessment schemes.

This notification update covers the products that are currently under mandatory BIS certification/conformity requirements as included in the applicable notified framework and the product list provided with this update. It is intended to help manufacturers, importers and businesses understand whether their products may be subject to compulsory BIS compliance.

Important BIS Compliance Notification

This update relates to products already covered under mandatory BIS certification or conformity requirements. It is not a list of upcoming QCOs or future implementation dates. Manufacturers and importers should always verify the latest applicable notification, QCO, Indian Standard, implementation provisions and exemptions before taking compliance decisions.

What Does Mandatory BIS Certification Mean?

BIS certification is not mandatory for every product sold in India. However, when the Government of India makes a particular product subject to a mandatory Quality Control Order or another compulsory conformity framework, manufacturers and other regulated entities must comply with the requirements specified for that product.

Depending on the product and applicable notification, compliance may require an appropriate BIS licence, Registration, Certificate of Conformity, Standard Mark or other prescribed conformity assessment. The exact requirement depends on the product, applicable Indian Standard, manufacturing location, certification scheme and the relevant notification.

Current Products Under Mandatory BIS Requirements

The mandatory-certification product list covers products across several industries and product categories. The applicable Indian Standard and certification route can differ significantly from one product to another.

The complete product-wise list and corresponding IS Codes/Indian Standards are provided in the accompanying BIS mandatory certification product list. Manufacturers should identify their exact product and then verify the applicable standard rather than relying only on a broad product category or commercial description.

Examples of Product Areas Covered by Mandatory Requirements
  • Electrical and electronic products
  • Household and commercial appliances
  • Chemicals and petrochemical products
  • Aluminium and aluminium-alloy products
  • Steel and metal products
  • Furniture and related products
  • Footwear and footwear components
  • Engineering products and fasteners
  • Automotive and mechanical products
  • Construction and building materials
  • Textile and consumer products
  • Other products notified under applicable BIS/QCO requirements

What Manufacturers Should Know

Manufacturers should not determine BIS applicability solely by checking whether a similar product already carries an ISI Mark or whether competitors are selling the product in the Indian market. The applicability of mandatory certification depends on the exact product scope, specifications, Indian Standard, notification and applicable conformity assessment requirements.

  1. Identify the exact product: Review the product name, model, technical specifications, composition, intended use and manufacturing process.
  2. Identify the applicable Indian Standard: Determine the relevant IS/IEC standard and confirm that the product falls within its scope.
  3. Check the applicable mandatory notification: Review the relevant QCO, notification, amendments, implementation provisions and exemptions.
  4. Determine the correct BIS route: Depending on the product, the applicable route may include BIS Scheme-I, Scheme-II Compulsory Registration, Scheme-IV Certificate of Conformity, Scheme-X or another notified conformity assessment procedure.
  5. Assess testing requirements: Determine the required tests, test methods, laboratory requirements and technical documentation applicable to the product.
  6. Review manufacturing arrangements: Ensure that the manufacturing unit, production process, quality-control system and testing facilities meet the applicable BIS requirements.
  7. Check marking and labelling: Once approval is obtained, ensure that the required BIS Standard Mark, licence/registration details and other prescribed markings are used correctly.
  8. Maintain continuing compliance: BIS certification is not simply a one-time application. Manufacturers may need to maintain quality-control procedures, testing, records, marking and other ongoing requirements.
Do Not Rely Only on the Product Name

A product may appear to fall outside a mandatory requirement based on its commercial name while actually being covered by the technical scope of an applicable Indian Standard or QCO. Conversely, certain products may qualify for specific exemptions. Therefore, BIS applicability should be determined through a product-specific regulatory assessment.

What Importers and Overseas Manufacturers Should Know

Importers and overseas manufacturers supplying regulated products to India should verify BIS requirements before shipment and commercial supply. Depending on the applicable scheme, the foreign manufacturing facility, Indian importer, authorised representative, testing arrangements and product documentation may need to satisfy specific requirements.

Importing a product that is already available in the Indian market does not automatically mean that the product is exempt from mandatory BIS requirements. The applicable QCO, Indian Standard, certification scheme and exemptions must be checked for the particular product and supply arrangement.
